The information and complaint of Francis Henry May,

C.M.G., taken this day before me, the undersigned, one of His

Majesty's Justices of the Peace in and for the said Colony,

1 am Colonial Secretary of Hongkong.

On the 28th. November, 1900, I was Captain

Superintendent of Police at Hongkong, and on that day I wrote to

the Registrar-General of Hong kong (Mr. Lockhart) with reference

to the fact that Ng Shui Shang had brought a man called Ma Wong

Hoi and some others to Hongkong and that the men were at Yan On

Boarding House.

I knew at that time that Ma Wong Hoi and his

party were bad characters.

On or about the 30th. November, Ma Wong Hoi

and his party left the Colony and 1 received a letter from Ng

Shui Shang in the following words :-

My Dear May.

Hongkong, November 30th., 1900.

Mr. Lockhart called me up to the Registrar-

General's Office and spoke to me about Ma Mong Hoi and others

whose presence I was told is very objectionable in the Colony.

I am sorry to confess that I overlooked this

point having at heart only the welfare of this Colony and Canton. It was my intention all along to assist you as much as possible

in the identification of all troublesome characters in Hongkong.

I never wished however wilfully and intentionally

to have done anything which might in any way displease you or

place
